What earns the Chirping: recall 25V-595 — instrument panels that boot to a blank screen, hiding speed and warning lights — is an over-the-air fix for gas/hybrid but can require a physical panel swap on the Prime, and complaint filings from early 2026 report the parts wait. Recall 25V-744 (rearview camera freeze) is a phased software fix. Both are free; both need to be done.

Blank instrument cluster — recall 25V-595

major

A startup software error can leave the instrument panel blank — no speedometer, no brake or tire-pressure warnings. The recall (issued September 2025, letters phased with more anticipated May 2026) covers 2023–2025 RAV4 and RAV4 Prime among many models. Gas and hybrid cars get an over-the-air update; Primes require dealer inspection and either a software update or a physical instrument-panel replacement — and Prime complaint filings from late 2025/early 2026 report blank clusters with the remedy part not yet available. The 2023 Prime's ELECTRICAL SYSTEM complaint cluster is dominated by exactly this. Confirm the recall shows completed, and on a Prime, verify whether it needed the panel or just software.

Rearview camera freeze — recall 25V-744moderate

On vehicles with the Panoramic View Monitor, a software error can freeze or blank the rearview camera in reverse (recall issued October 2025, letters January 2026, covering 2022–2026 across Toyota/Lexus/Subaru Solterra). Free parking-assist software update at the dealer. Quick to verify: shift into reverse several times during the test drive and check the recall status by VIN.

Recall software update

Hybrid: brake-press stall reportsmoderate

Two independent 2023 Hybrid complaints describe the same event: braking firmly from 15–45 mph, the powertrain shuts off, then restarts after shifting to park — dealers unable to duplicate. Volumes are tiny (7 hybrid complaints total) but the failure mode is uncomfortable. If a seller's history mentions any stall, ask for the dealer diagnostic record.

Residual quirks: fuel gauge/underfill echoes, glass, steering pullminor

Low-frequency items in the 2023 file: a hybrid whose cluster blanks when fuel runs low and whose tank accepts 10.5 of 14.5 gallons (the old underfill story, mostly engineered out after 2020), a shattered side mirror and moonroof reports consistent with the generation-wide glass pattern, and steering-pull complaints on hybrids that dealers struggled to resolve. One community video attributes an alignment fix to 'TSB 23TB15/23TA15' — that number is actually the OCS airbag recall's Toyota code, so treat the alignment-TSB claim as unverified.

What the 2023 doesn't haveminor

No engine-block, EPS, control-arm, or fuel-pump campaigns; no coolant flow-valve CSP population (updated part); no fuel-tank program; hybrid battery warranty runs 10 years/150k miles on this year. The 8-speed and eCVT both carry the generation's matured software. The Prime's 22TE09 HV-harness corrosion program window (2021–2024 Prime) still applies for salt-state buyers.
